This regional partnership has reduced costs, facilitated access to water, wastewater and solid waste services to communities large and small, and streamlined service delivery.  For more than 60 years, the NTMWD has operated responsibly, surpassing state and federal standards for water quality and environmental protection. We are committed to providing affordable, safe and reliable services to the people we serve.  Water NTMWD has been providing wholesale water services to communities in the region since 1956. As these communities have grown in population, the regional water system has grown in scope and complexity to reliably meet their needs. Key Facts: Constructing the first major reservoir (16,000 acres) in Texas in over 30 years – Lower Bois d’Arc Creek Reservoir Provide wholesale, treated water to about 80 cities, towns, communities, special utility and water districts 370 million gallons per day (MGD) average raw water supply 1,840 acre indirect reuse constructed wetland 6 water treatment plants – 806 MGD capacity 575 miles of transmission pipelines 9 raw water pump stations 8 treated water pump stations 77 city delivery points Wastewater In 1972, in response to requests from the cities and communities we serve, NTMWD expanded its services to include wastewater collection and treatment. Consolidating smaller, municipal wastewater plants into regional systems reduced costs for participating cities and streamlined operations.  Today, the effective treatment and purification of wastewater is a key way we are helping to meet the future water needs of the region. Key Facts: Operate 14 wastewater treatment plants (11 owned by NTMWD, including 4 regional plants) 151 million gallons per day (MGD) treatment capacity 8 interceptor systems with 250 miles of large-diameter pipelines and 23 lift stations  Solid Waste In 1979, again due to city requests, NTMWD expanded its services to include solid waste disposal. Participating cities collect and deliver municipal solid waste to one of our three transfer stations or landfill located in Collin County. From the transfer stations, staff transport the waste to the regional landfill located in Melissa. Residents of participating cities also may drop off municipal solid waste at one of the transfer stations or landfill by showing proof of residency, with their city issued utility bill. Key Facts: 3 transfer stations 3,295 combined permitted tons processed daily 800,000 tons/year accepted at landfill  The Position The Water System Manager reports to the Assistant Deputy Director – Water.  This position is responsible for all matters pertaining to Water Treatment System operations; including the maintenance, administration and operation of its facilities.  Duties and Responsibilities Provide leadership to ensure the organization core values, vision, mission and strategic plan are realized. Participate in departmental strategic initiatives and goals development and implementation. Responsible for the treatment process and required reporting to ensure compliance with all regulatory and organizational parameters. Responsible for operating and maintaining facilities in strict compliance with permit limitations in an economically optimized manner. Startup a new 70 MGD water treatment plant for Lower Bois d’Arc Creek Reservoir water. Prepare, monitor, and administer annual budgets for the department. Performs assigned duties in accordance with established NTMWD policies and procedures. Participates in the development of plans and specifications of relevant facilities included in the system. Maintains effective communications with NTMWD management, water system members and customers, NTMWD Board of Directors, regulatory agencies, and other stakeholders as needed. Responsible for the supervision of over 100 Water Treatment System employees to include hiring, scheduling, and performance evaluations. Ensure that Water Operations personnel are properly trained and equipped for safe execution of duties.  Knowledge, Skills & Abilities Ability to lead, develop, coach, and supervise NTMWD team members related to all Water Operations programs and initiatives. Requires strong background in surface water treatment for a large water system and knowledge of water industry best practices to include water chemistry, optimized operation and maintenance practices, and effective management and operation. Ability to develop programs and processes to achieve safe and optimized performance in accordance with the Texas Optimization Program (TOP). Ability to work collaboratively with all internal stakeholders and departments related to the effective operation of the Water System. Ability to foster and maintain positive and productive relationships with external stakeholders. Must possess knowledge the local, state and federal regulations related to water treatment and operation. Mathematical skills to prepare budget and interpret technical data relating to the treatment process are essential.  Salary The NTMWD is offering a competitive salary commensurate with experience and a comprehensive benefits package.
