The City of Oxnard's Public Works Department is seeking

 a Wastewater Operator I/II with strong technical and customer service skills to be part of the Wastewater team.  This individual must be comfortable operating wastewater treatment system equipment. The ideal candidate will have knowledge of occupational hazards and standard safety practices, including working around biohazards.


Under general supervision, performs the full array of duties assigned to classes in the Wastewater Operator series including the operation and minor maintenance of the wastewater treatment plant systems, processes and related equipment; demonstrates a full understanding of all applicable policies, procedures and work methods associated with assigned duties; occasionally assists in the training of lower level Wastewater Operator positions and/or newer personnel; and performs related duties as required.


The  Wastewater Operator I

 is the entry-level class. Initially under closer supervision incumbents perform a wide variety of semi-skilled treatment plant operations and maintenance tasks.

The  Wastewater Operator II

 is the journey level class in this series. Incumbents perform the full range of skilled treatment plant operations and maintenance tasks. This classification is distinguished from the next lower level classification of Wastewater Operator I by the performance of the full range of duties working with minimal supervision of treatment plant operations and maintenance tasks.


The Senior Wastewater Operator and Wastewater Operations Supervisor provide general supervision. May exercise technical or functional direction over lower level staff. 


  The normal work week is Monday-Thursday, 8:00am-6:00pm, and alternating Fridays, 8:00am-5:00pm.   This position may be required to be available to work additional hours as needed to respond to workload needs. This position is eligible for overtime pay.

Performs the full array of duties assigned to classes in the Wastewater Operator series including operation treatment system equipment and processes and minor maintenance, facility and equipment upkeep in order to assure compliance with applicable discharge permits.

Demonstrates a full understanding of applicable policies, procedures and work methods associated with assigned duties.

Monitors plant and field processes including solids processing; monitors computer alarms, instruments, gauges, and meters for process control.

Performs minor maintenance of plant equipment and general housekeeping of various facilities and plant infrastructure; maintains appropriate plant records and logs; writes reports and documentation as required.

Checks pumps, motors, hydraulic lines, structures, pressure tanks and mechanical equipment for proper condition and operations.

Instructs others and takes meter, gauge and control panel readings and observes variations in operating conditions; interprets readings; monitors and changes flows and processes within established parameters; reports readings and processing changes on operation logs and records.

Collects samples and performs routine biological and chemical tests/analyses, records sampling and test results, prepares samples for testing in central laboratory as needed; analyzes and evaluates in-house laboratory results, data and procedures and takes corrective action as appropriate.

Operates heavy equipment within the plant confines including sludge trucks and trailers; operates de-watering equipment.

Responds to questions and concerns from the general public; provides information as is appropriate and resolves complaints. 


(The following are minimal qualifications necessary for entry into the classification) 

Any combination of education and experience that has provided the knowledge, skills and abilities necessary for a  Wastewater Operator I

. A typical way of obtaining the required qualifications is;


Possession of a high school diploma, or equivalent. 

Wastewater Operator I:

Possess the equivalent of one (1) year experience in wastewater treatment plant facility operations.

Wastewater Operator II:

Possess the equivalent of two (2) years of experience in operations of a wastewater treatment facility.


Possession of, or ability to obtain, a valid class C California driver's license.

Wastewater Operator I:

Possession of a valid Grade I Wastewater Treatment Plant Operator Certificate issued by the California State Water Resources Control Board (SWRCB).

Certification in first aide, CPR and the use of Self-Contained Breath Apparatus (SCBA) within the first year of employment. 

Wastewater Operator II:

Possession of a valid Grade II Wastewater Treatment Plant Operator Certification issued by the California State Water Resources Control Board (SWRCB).

Possession of valid certifications in first aide, CPR and the use of Self-Contained Breath Apparatus (SCBA).
