WASTEWATER TREATMENT PLANT SUPERVISOR

Salary Range: $50,460.38 - $83,260.53
GENERAL STATEMENT OF DUTIES:
Performs difficult technical work supervising and participating in the operation of a wastewater treatment plant; does related work as required.
Work is performed under regular supervision. Supervision is exercised over division personnel.
ESSENTIAL JOB FUNCTIONS:
Supervises plant operations; ensures compliance with permit provisions and statutory requirements in regard to NPDES, Sludge Monofills, Compost Production Distribution, and Land Application of Residual Solids Permits;
Co-ordinates activities of division to resolve conflicts and improve efficiency and effectiveness of plant operations;
Procures specialized technical supplies and parts;
Gathers information from various sources for preparation of division budget; Prepares draft division budget for approval;
Directs expenditures from budget in an efficient and cost effective manner;
Trains plant personnel and supervises on appropriate operation, laboratory and maintenance procedures;
Prepares all plant reports pertaining to operations, regulatory compliance, payroll and personnel;
Designated Operator in Responsible Charge (ORC); implements all state and federal rules and regulations;
Ensures compliance with plant safety procedures and policies;
Schedules and assigns work to operators;
Evaluates the performance of employees; recruits necessary plant personnel; takes necessary disciplinary action;
Orders chemicals and supplies;
Coordinates laboratory tests as necessary; interprets test results and makes necessary adjustments to plant operations (process control);
Follows all safety policies and procedures;
Does related work as required or assigned.
JOB RELATED PHYSICAL ACTIVITY REQUIREMENTS:
This position involves light work requiring the employee to exert up to 20 pounds of force occasionally and less force frequently to move objects. Physical activity related to this position may include climbing, balancing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling lifting, fingering, grasping, feeling, talking, hearing, and repetitive motions. Sufficient visual acuity is required to visually inspect small parts prepare and analyze data and figures, use a computer terminal, use measuring devices, and do extensive reading. An employee in this position will be exposed to indoor and outdoor environmental conditions including extreme heat and cold, and noise; subject to fumes, odors, dusts, mists, gases, or poor ventilation, and may be subject to wearing a respirator. An employee in this position could be “reasonably anticipated” as a result of performing their duties to face contact with blood and other potentially infectious materials.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:
Thorough knowledge of the principles and practices of wastewater treatment and residuals management; ability to evaluate studies relating to methods to improve operations and efficiency; ability to plan, supervise and evaluate the work of employees engaged in departmental activities; ability to prepare and justify annual budget estimates and periodic reports of expenditures; ability to give oral and written directions; ability to establish and maintain effective relationships with City Officials, members of the regulating agencies, employees and public.
EDUCATION AND EXPERIENCE:
Graduation from high school with extensive experience in treatment plant operation including extensive supervisory experience, or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.
Possession of a valid N.C. driver’s license. Possession of a Grade IV and Land Application/Residuals Operator Certificate issued by the State of
or ability to obtain such. Must be able to respond to plant emergencies within 30 minutes. A requirement of this position is to be on-call, to carry a pager, and to comply with all departmental policies including those concerning pager use. Must be able to obtain NC Pesticide License.
This position is “non-exempt” and is eligible for overtime pay.
