Box 1430 Meridian, Mississippi 39302-1~~~ AN EQUAL OPPORTUNITY EMPLOYER M/F NOTICE OF CIVIL SERVICE EXAMINATION CITY OF MERIDIAN, MISSISSIPPI CHIEF UTILITY PLANT OPERATOR- WASTEWATER $31,584 beginning annual salary, payable bi-weekly, to a maximum of $47,376 OPENING DATE: May 10, 2018 CLOSING DATE: Applications will be accepted until 12:00 Noon on May 24, 2018 Pursuant to Article 5, Section 5.04, of the Civil Service Code of Rules and Regulations (attached), the Commission may reject, or cause to be rejected the application of any person for admission to a test, or may, after examination, decline to certify, or may remove from an eligible list, an applicant who is deemed disqualified. ESSENTIAL FUNCTIONS: Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals. Manages, plans and prioritizes the work assignments of assigned staff at the wastewater treatment plant facilities; monitors work performance to ensure the timely completion of projects; answers questions and provides guidance and training when needed; prepares normal shift and overtime schedules. Operates manual and computerized device systems which control the east Meridian wastewater treatment plant; adjusts parameters and controls in computer system; changes configuration when needed; implements security clearance and authorization for computer usage. Approves the purchase of supplies, chemicals, oils and other equipment and inventory at the plant; determines what materials and supplies are needed; orders replacement and/or new supplies when needed; receives chemicals, supplies and other items and places into plant inventory. Requests items to be put on budget for approval; assists in preparing specifications for budget items; gets quotes on items over a specified amount as needed. Oversees sampling process at the plant; reports findings to state and other governing agencies; oversees the full report to the Department of Environment Quality. Maintains the cleanliness and safe operation of all equipment located at the treatment plant; ensures the safe operation of equipment and machinery by all staff; adheres to all local, state and federal safety regulations; performs ground maintenance such as cutting the grass, picking up trash and cleaning in and around buildings as needed. Inspects self-contained breathing apparatus and other emergency equipment. Inspects all plant equipment as needed; assists in keeping them clean and functioning properly; performs minor repairs as needed. Reads and records total plant water flow; adjusts and monitors several electrical drive units to aid in the control of numerous electrical motors; adjusts the contents of large holding tanks and digesters, mechanical gates, blowers, and presses. Prepares weekly reports, plant records, license applications, daily logs, reports, inventory lists, letters, memoranda, forms and other pertinent documentation relating to plant operation and staff; proofreads for accuracy and completeness; submits for approval as needed; makes copies and files for future reference. Performs other related duties as required. MINIMUM QUALIFICATIONS: High school diploma or GED; supplemented by vocational/technical training in wastewater treatment; supplemented by six (6) years previous experience and/or training that includes management experience in utility plant operations and procedures; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Must evidence and maintain a valid Mississippi Commercial Driver's License (CDL) including appropriate endorsement(s). Must evidence a Class IV Wastewater Treating License when filing Civil Service Application. EXAMINATION: The examination shall consist of a Career Readiness Assessment test and an oral interview. The assessment test shall be conducted by appointment in the Career Development Testing Center located in the Webb Hall Building at Meridian Community College, 910 Highway 19 North, Meridian, Mississippi. Upon return of Civil Service application, applicants will be given instructions for scheduling an appointment to take the Career Readiness Assessment test. Applicants must attain a Silver level certificate in order to be deemed eligible and considered in the selection process. Only one (1) attempt to take the assessment test for this position will be permitted. The results of the assessment test will be posted in the Civil Service Commission office on June 7. Oral interviews shall be conducted by appointment by the department head or his/her appointee. The oral appointment date, time, and location will be available on June 8 in the Civil Service Commission office. Applicants are responsible for obtaining their scores and oral appointment date, time, and location by coming into the Civil Service Commission office or calling ~~~ and providing their application number written in the top right hand corner of the application. Eligibility shall be for a period of up to one (1) year from the date of certification. Persons should not apply unless they clearly meet the qualifications set forth in this announcement. False statements are grounds for rejection or discharge from employment. Certification of Eligibility for this position is contingent upon verification of information submitted on Civil Service Application.
