Kodiak Support Services (KSS) is seeking a Plants Water/ Wastewater Operator Apprentice at the U.S. Coast Guard Base in Kodiak, Alaska.
The Plants Water/Wastewater Operator Apprentice is a multi-year, multi-position training opportunity intended to combine on-the-job-training and on-line course work that will allow a semi-skilled worker to become a licensed journeyman Water/Wastewater Operator. All requirements will be specified in the Qualification Card. Card is available for review for interested candidates. This position carries with it a 3 year probationary period to ensure that the candidate is serious about completing the apprenticeship.
ESSENTIAL DUTIES & RESPONSIBILITES:
During the initial phase the Apprentice will work under the direction of a Journeyman Water/Wastewater Operator while doing work at the Plants as a Water/Wastewater Helper, he will be learning the operations and systems of the Water and Wastewater Plants, and when repairs are required will work with a mechanic, to take advantage of the time to troubleshoot the items with the Apprentice providing knowledge of troubleshooting and correction and repairs. During the First 6 months, the Apprentice will be expected to: Enroll and successfully complete the University of California, Sacramento State Office of Water Programs, “Small Water Systems, and “Small Wastewater Systems” courses.
Meet the requirements then take and pass the Alaska Department of Environmental Conservation Water Treatment I Provisional exam, and the Alaska Department of Environmental Conservation Wastewater Treatment I Provisional exam.
Obtain a Commercial Drivers License with Tanker Endorsement.
Complete the initial portion of the Qualification Card which will qualify the Apprentice to be able to perform daily and Week-end rounds and respond to call-outs.
At the completion of these requirements and the 6 months will qualify the Apprentice for the first pay increase of $1.80 per compensable hour for “Call-out pay”. All requirements must be completed in the phase prior to the pay increase.
During first year, the Apprentice will be expected to study Water and Wastewater systems, and receive knowledge check-outs by Water and Wastewater Operators. Also the candidate will be expected to study for the State of Alaska Water and Wastewater Operator licensing Exams.
At the end of second year, the Apprentice will be expected to: Have achieved the hours necessary to convert the Level I provisional certificates to full Level I certificates for both areas.
Have successfully completed the Water Operators 1 and Wastewater Operators 1 courses with Sacramento State University Office of Water Programs.
Once these requirements are completed the Apprentice will be advanced to the wage of a Water/Sewage Apprentice. The wage rate will be Current Union Scale IAW the CBA for a Water/Sewage Apprentice which is a new classification. That wage rate is expected to be approximately 75% of the full operator’s wage which is currently $33.53. This wage is expected to be approximately $30/hour.
The Apprentice will continue work under the supervision of a Journeyman Operator and be paid at the Water/Sewage Apprentice Wage until the completion of: 3 years of apprenticeship program.
Passing of the Level 2 tests for Water and Wastewater Treatment Operator
Successful completion of the Water Operators 2 and Wastewater Operators 2 courses with Sacramento State University Office of Water Programs.
Possession of at least one Full Level 2 License with the State of Alaska with the second license only awaiting completion of time worked.
Recommendation of the Water/Wastewater Lead and the Journeyman Operators
Upon completion of these above requirements the 3 year Apprenticeship phase will be complete and the Apprentice will be promoted to a journeyman Water/Wastewater Operator. The Wage rate will be Current Union Scale IAW the CBA for a Water/ Wastewater Operator. That wage rate is currently $33.53.
The Schooling associated with this Apprenticeship Program will be reimbursed by the company following successful completion of Each Course. When a Course is successfully completed, the certificate and the receipt for that course will be submitted to the company for reimbursement.
Job Description includes, but not limited to
This position will train the Apprentice to:
Control treatment plant machines and equipment to purify and clarify water for human consumption and or industrial use. This person operates and controls electric motors, pumps, and valves to regulate flow of raw water into treating plant and dumps specified amounts of chemicals such as chlorine, polymer, and fluoride into water, or adjusts automatic devices that admit specified amounts of chemicals into tanks to disinfect, deodorize, and clarify water. This person starts agitators to mix chemicals and allows impurities to settle to bottom of tank, turns valves to regulate water through filter beds to remove impurities, pumps purified water into water mains, monitors panel board and SCADA HMI and adjusts controls to regulator flow rates, loss of head pressure and water elevation and distribution of water. This operator cleans tanks and filter beds, using backwashing (reverse flow of water), repairs and lubricates machines and equipment, using hand- and power tools, tests water samples to determine acidity, color, and impurities, using colorimeter, turbidimeter, and conductivity meter. Work includes dumping chemicals such as polymer into tanks to coagulate impurities and reduce acidity, recording data, such as residual content of chemicals, water turbidity, and water pressure. This operator may operate portable water-purification plant to supply drinking water, and purify wastewater from plant preparatory to pumping water into rivers and streams or city mains.
Operate sewage treatment, sludge processing, and disposal equipment in wastewater (sewage) treatment plant to control flow and processing of sewage, monitors control panels and adjusts valves and gates manually or by remote control to regulate flow of sewage, observes variations in operating conditions and interprets meter and gauge readings, and tests results to determine load requirements. This worker starts and stops pumps, engines, and generators to control flow of raw sewage through screening, settling, aeration, and sludge digestion processes, maintains log of operations and records meter and gas readings, gives directions to wastewater treatment-plant attendants and sewage-disposal workers in performing routine operations and maintenance, and may collect sewage sample, using dipper or bottle and conduct laboratory tests, using testing equipment, such as colorimeter. Perform Preventative and Operational as well as corrective maintenance as required or directed.

Job Requirements :
Required (Minimum) Qualifications:
High School Completion or GED Equivalent.
HAZWOPPER certification required (current)
Valid Alaska Driver’s License (CDL with Tank Endorsement must complete w/in 12 months of hire)
Must be able to clearly communicate (orally and written) in the English language
Must pass a pre-employment urinalysis & background check
Must have good documentation and organizational skills
Must be able to respond to calls for work outside of normal working hours
Must be able to clearly communicate by radio
Must be able to pass background check, and pass testing to receive an Airport Identification Badge for access across the State Airport to the Waste Water Treatment Facility.
Knowledge, Skills and Abilities (minimum qualifications):
Demonstrated mechanical ability and a willingness to complete the program.
Operators at Waste Water Treatment Plant are required to undergo the series of Hepatitis vaccinations
Must meet the requirements of an annual physical that will include pulmonary function testing and will require the occasional use of a respirator.
Should have a working knowledge of Microsoft Word, Excel and Outlook programs. Should be ready to learn PLC based controls. Good computer skills

Sitting is less that 10% of the day.The apprentice must be able to lift up to 55# at times with constant lifting of parts and tools at up to 20#.
