St. Andrews Street, Dothan, Alabama This is the entry level trainee position in the Water Station Operator series. Employees in this class are learning the activities and locations of the City's water treatment system, pumping stations, and water storage facilities, as an effort to prepare for state certification. The work of this class is designed to provide on-the-job training and instruction in water production and treatment operations for licensing as a certified water station operator by the regulating state agency. Work includes the inspection of all water stations and water storage facilities for proper operation, assisting in the maintenance and repair of mechanical, electrical, and control equipment pertaining to pumping apparatus and caring for all well houses booster stations, tank facilities and grounds. The work is performed under the supervision of a certified operator and is checked in progress and upon completion. Examples of Duties:Essential Job Functions:Assists in the inspection of all water pumping plants, storage facilities, and water treatment systems serving the City. Assists in the operation and maintenance of the water pumping plants, storage facilities, booster stations, and related facilities. Assists with inspections of water storage tanks, provides wash-out of facilities, maintains equipment, and disinfects. Assists with the supervisory control and data acquisition (SCADA) equipment and assists in using SCADA to operate the water system. Learns to use SCBA (Self Contained Breathing Apparatus) and/or breathing devices when required or conditions mandate under supervision of a certified operator. Learns to operate light and heavy duty trucks in performance of assigned tasks. Learns procedures and equipment to maintain water quality in the water system. Assists in the maintenance and repair of the mechanical, electrical, and control equipment associated with water pumping plants and storage facilities, and booster stations. Cleans and maintains the well houses, water tanks, and surrounding grounds. Makes daily checks of chemical supplies at well sites and maintains adequate supply of chemicals at each well site. Performs duties of a certified operator such as sampling water, making adjustments to systems, making simple calculations for water quality adjustments, reading and recording information from flow meters, gauges, and charts under the supervision of a certified operator. Assists with the input of data into the computer for the preparation of reports. Assists in the inspection of all water pumping plants and storage facilities to include working in confined spaces and climbing and working from fixed ladders at heights up to 150 feet (above ground level). Attends training sessions, reads text books and manuals and other training material, observes certified operators in the performance of a variety of tasks. Must not pose a direct threat or significant risk of substantial harm to the safety or health of himself/herself or others. Must be committed to a high standard of safety and be willing and able to comply with all safety laws and all of the City's safety policies and rules and must be willing to report safety violations and potential safety violations to appropriate supervisory or management personnel. Must maintain regular and acceptable attendance at such level as is determined by the City of Dothan. Must be regularly available and willing to work at least 10 hours per day, 40 hours per week, or such other hours per day or hours per week as the City determines are necessary or desirable to meet its operational needs.Must be available and willing to work such overtime per day or per week as the City determines is necessary or desirable to meet its operational needs. Must perform duties onsite, except those job duties which are customarily or by their nature performed offsite (such as offsite work meetings with City customers, clients or citizens, making deliveries to designated destinations, traveling to field offices to meet with subordinates or conduct training, etc.) Important Job Functions:Performs related work as required.Knowledge of:Basic mechanical and electrical repair and maintenance tools and equipment and proper use of same. Pumps, pressure gauges, piping and related systems as they pertain to water system operators. Basic computer understanding operating use. Basic mathematics and science as required in water system operation. Mental & Physical Ability to:Learn through on-the-job training and instruction the fundamental principles and practices of the operation of a water production system and to exhibit skill in the application of same. Learn through on-the-job training of SCADA system operations as well as computer operations for inputting data for reports compliance records. Apply the proper precautionary procedures in handling chemicals, lifting chemical cylinders and in performing other strenuous or hazardous duties associated with work. Climb water tanks and other structures as necessary for maintenance and repair work in a safe manner with appropriate safety equipment. Establish and maintain effective working relationships with co-workers and outside contacts. Understand and follow written and oral instructions. Operate a motor vehicle and heavy trucks. Qualifications:Graduation from a standard senior-high school or GED equivalent as recognized by the United States Department of Education (USDE) or Council for Higher Education Accreditation (CHEA), AND Six (6) months recent experience in the maintenance and repair of pumps, motors, water pipes and related equipment used in water or wastewater collection, distribution and treatment facilities. Note: An accredited* college degree (Associate's, Bachelor's, or higher) in a relevant/related field waives the six (6) months of required experience. A trade or technical certificate, from an accredited college or university, in a relevant/related field will also substitute for the required six (6) months of experience.A completed Condition of Employment Form. A completed employment application to include, but not limited to, detailed description of duties, month and year, and complete address on each job listed. *Recognized by the US Department of Education (USDE) or the Council for Higher Education Accreditation (CHEA).CONDITION OF EMPLOYMENT/PROMOTION/TRANSFER:An employee in this position must progress to at least Water Station Operator II within twenty-four (24) months of hire date. Employees will be required to obtain a Class B Commercial Driver's License, with Hazard endorsement, within 120 days of date of appointment, promotion, reappointment, transfer or demotion into this position or 21st birthday.NECESSARY SPECIAL REQUIREMENTS A valid driver's license and acceptable driving record. Employees are required to submit to Drug and Alcohol testing in accordance with the City of Dothan policy which includes pre-employment and random tests for the duration of employment in this position. (PBA 08/13/12). An employee in this position must possess a telephone, no later than the end of the probationary period, due to call out. In an emergency and/or standby situation an employee in this position must be able to report to his/her regular work station in a maximum of 30 minutes from the time of notification.
