Serves in a supervisory position at the water plant and is responsible for the operation and maintenance of the water treatment plant in the absence of the plant manager. Responsibilities include ensuring that an adequate supply of safe, reliable water is produced and that it meets all regulatory standards. Responsibilities also include the O&M of the treated water storage tanks, wells and other various structures within the surface water system. Must possess the ability to work independently and direct the work force in providing necessary assignments of plant operators, maintenance workers and other staff within the plant. Plans, schedules and oversees the operations and maintenance activities of the water plant and is responsible for responding to emergency situations. The incumbent will be accountable for ensuring the highest level of treated potable water quality while optimizing the operation of the treatment plant and other assets related to the system. Evaluates the operation, maintenance, and performance of the water treatment facilities; Analyzes and optimizes existing system designs and operating parameters. Implements performance testing and troubleshooting to resolve routine and moderately complex operational equipment and instrumentation problems within treatment plant operations. Schedules and tracks all preventive and corrective maintenance (Preventive maintenance administrator) Maintains safety program as the site safety coordinator. Assists Plant Manager in scheduling shifts and personnel. Assists in maintenance of plant records and in preparation of reports. Inspects plant log records, gauges, meters and other plant testing and measuring devices to ensure that equipment is functioning properly. Follows regulatory and contractual requirements to ensure compliance. Interfaces with vendors and contractors regarding project related issues. Required Skills: Advanced computer skills, including Microsoft Office Professional Suite, AutoCAD, PowerPlan, City Works, INFOR, and GIS desired. Communications Skills(verbal and written) Organizational Skills Industry related management skills desired Interpersonal Skills Ability to read and understand construction design drawings Self-directed/work with little supervision Mechanical skills required Electrical trouble shooting skills desired Required Experience: An Associate’s Degree in the physical sciences or an environmental/mechanical engineering degree required. Will consider other education and experience directly related to water treatment, distribution, supply or other industrial facility experience in lieu of degree requirements. Must have experience in operations and maintenance of a complex potable water treatment facility. Must be able to demonstrate a thorough knowledge of potable water treatment plant operations/maintenance and possess a thorough knowledge of Federal/State laws and regulations pertaining to the operation of a public drinking water treatment plant. The incumbent should possess the ability to troubleshoot, plan, guide and control mechanical repairs and/or projects. RI DOH TO class 4-Full or RI DOH TO class 3-Full, or a transferable certification in treatment operations from another State that is acceptable to the RI Board of Certification for reciprocity.
